1. Principles for registering .VN domain names:

Registered domains must comply with Circular No.24/2015/TT-BTTTTdated 18 August 2015 of the Ministry of Information and Communications, providing guidance on the management and use of Internet resources.

* Under Clause 7, Article 5 of Circular No. 24/2015/TT-BTTTT (Thông tư số 24/2015/TT-BTTTT), a non-diacritic domain is an ASCII domain in which the characters forming the domain are those defined in the ASCII character set, including non-diacritic domains at every level under the “.vn” domain.

* Article 6 of Circular 24/2015/TT-BTTTT on “.vn” domain registration provides as follows:

1. Registration of ".vn" domain names follows the principle of equality and non-discrimination, with first-come, first-served rights of use, except for domain names within the scope of priority protection under Clause 1, Article 8 of the Circular, and domain names reserved for auction as prescribed by the Ministry of Information and Communications.

2. Organizations and individuals choose their own domain names, but must meet the following requirements:

a) Must not contain terms that infringe national sovereignty, national interests or national security, or that offend social morality or the fine customs and traditions of the nation;

b) Clear and serious in nature, and not misleading or distorting because of homonymy, multiple meanings, or the omission of Vietnamese diacritics;

c) Contain at least one character or string under the “.vn” top-level domain;

d) It may contain the characters a to z, the digits 0 to 9, the Vietnamese characters in the Vietnamese alphabet, and any character accepted by domain name servers on the network. These characters are not case-sensitive;

đ) May contain the hyphen “-”, but must not begin or end with it, and must not contain two consecutive hyphens “-”;

e) No label may exceed 63 characters (for Vietnamese-language domain names, the character count is measured after conversion to the unaccented ASCII string);

g) A domain under “.name.vn” must be the individual's name, or a name accompanied by their family name, middle name, place of birth or year of birth (so that the whole reads as that individual's personal name).

In addition, agencies and organizations connected to the protected domain names specified in paragraph 1, Article 8 of Circular No. 24/2015/TT-BTTTT are responsible for registering and reserving those protected domain names with the Ministry of Information and Communications (VNNIC). Agencies, organizations, or individuals with no connection to a protected domain name are not permitted to register it.

2. The registrant's responsibilities:

2.1. Domain information declaration:

The domain holder must submit a Domain Registration Declaration Form to the Registrar as required by VNNIC. In the declaration, the holder must provide complete and accurate domain information as required. If the Registrar has not received the declaration, use of the domain will be temporarily suspended until the holder submits a complete declaration.

Submit the original declaration form within 7 days. If the registrant's new domain registration file is not received within that period, the registrar will cancel the domain registration request in accordance with the rules, with no refund of fees.

2.2. Domain information changes:

If the name of an agency or organization changes, or contact details change — address, telephone, fax, email or identity document — the agency, organization or individual must notify the registrar immediately so that the system can be updated and the information kept accurate. The registrar cannot and will not accept legal liability or provide compensation for any loss or damage arising from a domain holder's failure to comply with this requirement.

2.3. Managing and using domains lawfully:

Registrants are fully responsible under the law for the purpose for which a domain name is used and for the accuracy of the information they provide, and must ensure that registration and use of the domain comply with the rules and do not infringe the lawful rights and interests of other organizations or individuals.

The domain name registrant is responsible for any violation arising from the use of its domain name that results from lax management.

2.4. Paying new registration and domain renewal fees:

A newly registered domain name must have its registration fee (charged once only) and maintenance fee paid in fulldomain(charged annually, minimum 1 year, with multi-year payment encouraged) at the time of application. Until the fees and charges are paid in full, the domain name will not be registered.

Registrants must actively monitor the status and expiry dates of their registered domain names, and must complete the domain renewal contract and pay the maintenance fee at least 10 days before the domain expires. The maintenance fee can be paid for several years at once or year by year.

When paying the maintenance fee, the domain registrant must supply full details of:
– The name of the domain registrant,

– Number of years maintained per domain

and comply with the payment instructions of the HiTechCloud distributor set out in the payment terms

HiTechCloud cannot and will not be legally liable or pay compensation for any loss or damage arising from the domain registrant's failure to comply with these payment rules.

3. Domain disputes:

All disputes involving .VN domain names are handled in accordance with the rules of the Vietnam Internet Network Information Center (VNNIC)
