Rules for registering and using .VN country-code domains

PART I – LEGAL BASIS AND DEFINITIONS

Article 1. Governing legal instruments

  • Circular 24/2015/TT-BTTTT dated 18 August 2015 of the Ministry of Information and Communications (Thông tư 24/2015/TT-BTTTT của Bộ TT&TT) on the management and use of Internet resources;
  • Circular 06/2019/TT-BTTTT dated 19/07/2019 amending Circular 24/2015/TT-BTTTT;
  • Decree 72/2013/NĐ-CP on the management, provision and use of internet services and online information;
  • Decree 147/2024/NĐ-CP replacing Decree 72/2013 (partially effective from 25/12/2024);
  • The rules on the management and use of .VN national domains issued by the Vietnam Internet Network Information Center (VNNIC);
  • Intellectual Property Law 2022 (amended) — trademark protection in domain disputes;
  • The .VN Domain Name Dispute Resolution Policy (VDRP) issued by VNNIC.
  • Under Decision No. 4567/QD-VBPL dated 01/06/2026 issuing the Legal Compliance Framework of Công ty Cổ phần Giải pháp Công nghệ và Phần mềm Phổ Tuệ.

Article 2. Definitions

2.1. A “.VN domain” is an Internet domain within Vietnam’s national domain name system (.VN), comprising second-level domains registered directly under .vn and third-level domains in the following categories: .com.vn, .net.vn, .org.vn, .edu.vn, .gov.vn, .int.vn, .biz.vn, .info.vn, and geographic identifiers.

2.2. The “Registrant” is the individual or organization in whose name the domain is registered and who is legally responsible for its use.

2.3. The “Registrar” is HiTechCloud, authorized by VNNIC to provide .VN domain registration and management services.

PART II – REGISTRATION REQUIREMENTS AND PROCESS

Article 3. Eligibility for .VN domain registration

3.1. Conditions for each domain type:

.vn (second-level domain):

  • Individuals: a valid ID card or passport (CMND/CCCD/Hộ chiếu); aged 18 or over; applicants under 18 require a legal guardian;
  • Organizations and businesses: a valid business registration certificate or establishment decision.

.com.vn, .net.vn, .biz.vn, .info.vn,…:

  • Both individuals and organizations may register (no special purpose needs to be demonstrated).

.org.vn:

  • Duly licensed non-profit organizations, associations, unions and social organizations.

.edu.vn:

  • Educational institutions recognized by the Ministry of Education and Training.

.gov.vn:

  • Government agencies and public service units

Article 4. Registration process

4.1. The .VN domain registration process has these steps:

  • Step 1: Check domain availability in the VNNIC WHOIS system or on the HiTechCloud portal;
  • Step 2: Submit the registration file, comprising: registrant details, a copy of the ID card / citizen ID / business registration certificate (eKYC for individuals; digital signature or hard copy for organizations);
  • Step 3: Pay the registration fee (see the price list at hitechcloud.vn);
  • Step 4: HiTechCloud reviews the application within 1 working day and submits it to VNNIC;
  • Step 5: VNNIC processes the application and activates the domain once it is valid;
  • Step 6: An activation confirmation email is sent to the Customer.

4.2. Domain registration information is published in VNNIC's public WHOIS database as required by law, except for data withheld under the WHOIS privacy policy.

Article 5. Prohibited conduct and content for .VN domain names

5.1. Prohibited domain name registration containing:

(a) Wording that offends morality or social customs; wording that incites violence or racial discrimination;

(b) The names of state bodies or of Party and State leaders, without permission;

(c) Trade names or registered trademarks of other organizations (IP infringement);

(d) Wording that could be confused with a government body (.gov.vn, “moph”, “mofa” and so on).

5.2. Domains must not be used for:

(a) Phishing or impersonating financial institutions, banks or state bodies;

(b) Distributing malware, spam or unlawful content;

(c) Cybersquatting — registering other parties' trademarks in bulk in order to resell them.

Article 6. Renewal, transfer, and deletion of a domain name

6.1. Domain renewal:

(a) Renewal cycle: 1 year at a time (up to 10 years per renewal under VNNIC rules);

(b) Renewal reminder emails: 60, 30, 15, 7 and 1 day before expiry;

(c) Renewal after expiry: 30 days — the domain enters a “grace period” and can still be renewed at the standard fee;

(d) Redemption Period: days 31–75 after expiry — the domain can be restored on payment of a special redemption fee;

(e) After day 75: the domain is deleted and returned to the pool for open registration.

6.2. Domain transfer:

(a) Registrar transfer: requires an EPP/auth code; takes 3–7 working days;

(b) Change of registrant: complete legal documentation is required from both the transferring and receiving parties; subject to VNNIC approval;

(c) A domain cannot be transferred within the first 60 days of registration.

Article 7. Resolving .VN domain name disputes

7.1. Disputes over .VN domain names are resolved under VNNIC's .VN Domain Name Dispute Resolution Policy (VDRP), which is comparable to ICANN's UDRP.

7.2. Dispute resolution steps:

  • Step 1: The complainant files with VNNIC, with evidence of the IP right;
  • Step 2: VNNIC notifies the current registrant (through HiTechCloud);
  • Step 3: VDRP arbitration procedure: 60 days to resolve;
  • Step 4: Arbitral decision: revoke, transfer or leave the domain unchanged.

7.3. HiTechCloud's obligations:

(a) Suspend the domain when VNNIC requires it;

(b) Cooperating to provide registrant information;

(c) Enforcing a decision of a competent authority.
