Rules for registering and using international domains
PART I – LEGAL BASIS AND SCOPE
Article 1. Scope and governing framework
1.1. These rules apply to international domain names in the gTLD (Generic Top-Level Domain) and ccTLD (Country Code Top-Level Domain) systems other than .VN, including: .com, .net, .org, .info, .biz, .io, .co, and new gTLDs such as .cloud, .tech, .online, etc.
1.2. International domains are governed by:
(a) The rules of ICANN (Internet Corporation for Assigned Names and Numbers);
(b) ICANN's Uniform Domain-Name Dispute-Resolution Policy (UDRP);
(c) The rules of each Registry that operates the specific TLD (Verisign for .com/.net, PIR for .org, etc.);
(d) Decree 147/2024/NĐ-CP on managing international domains in Vietnam;
(e) Vietnam's Intellectual Property Law 2022 (as amended).
(f) Pursuant to Decision No. 4567/QĐ-VBPL of 1 June 2026 issuing the Legal Compliance Framework of Công ty Cổ phần Giải pháp Công nghệ và Phần mềm Phổ Tuệ.
Article 2. UDRP and URS policies
2.1. International domain names are governed by ICANN's Uniform Domain-Name Dispute-Resolution Policy (UDRP). Under the UDRP, the complainant must prove:
(a) The domain is identical or confusingly similar to a registered trademark;
(b) The registrant has no rights or legitimate interests;
(c) The domain was registered and used in bad faith.
2.2. HiTechCloud complies with and gives effect to every decision of a UDRP arbitration panel (through WIPO, NAF or other ICANN-accredited providers).
Article 3. Registration and renewal
3.1. International domain registration process:
(a) Check availability through WHOIS and the HiTechCloud portal;
(b) Provide accurate information in the WHOIS record (an ICANN legal requirement);
(c) Confirm acceptance of the registry's registration terms;
(d) Pay the fee; activation takes between 30 minutes and 24 hours.
3.2. ICANN policy on WHOIS information: under ICANN rules, accurate contact information is mandatory. Providing false information may result in the domain being revoked.
3.3. Renewal: follows the same process as .VN domains. Grace period after expiry: 0–40 days (depending on the Registry); Redemption Period: 30 days; Pending Delete: 5 days before deletion.
Article 4. WHOIS privacy/proxy services
4.1. HiTechCloud offers a WHOIS privacy protection service that hides personal details in the public database and replaces them with HiTechCloud's own representative details.
4.2. The Privacy Protection service does not apply to:
(a) Domains used for commercial purposes where the law requires information to be published;
(b) .gov.vn and other government domains;
(c) Where there is a request from a law enforcement authority. 4.3. Enabling Privacy Protection does not exempt the Registrant from legal liability. HiTechCloud will disclose the actual information upon a court order or a valid request from a state authority.
