On 3 February 2020, the Government issued Decree No. 15/2020/NĐ-CP, replacing Decree No. 174/2013/NĐ-CP, on administrative sanctions in the fields of postal services, telecommunications, radio frequencies, information technology, and e-commerce transactions. The Decree took effect on 15 April 2020.
Rules on registering and using international domain names in Vietnam
As a registrar, and in order to ensure that domain name information is accurate and that domain registrants' rights and obligations under the current rules are met, Hi-Tech Cloud respectfully asks you to:
1. File the domain registration declaration with the registrar (if not already submitted)

3. Proactively check and complete any missing domain data and information, and update it with the Registrar and the Ministry of Information and Communications whenever it changes
Penalties for policy violations
Article 44 of Decree 15/2020/NĐ-CP provides:
1. A fine of VND 10,000,000 to VND 20,000,000 for any of the following acts:
a) The notification omits one of the required items of information about the individual or organization using the international domain name, as submitted to the Ministry of Information and Communications;
b) Failure to update, as required, any change to the contact details of the individual or organization using the domain;
2. A fine of VND 20,000,000 to VND 30,000,000 for any of the following acts:
a) Failing to notify the Ministry of Information and Communications of the use of an international domain;
c) Domain registration details are inaccurate or untruthful;
d) Impersonating another organization or individual to register a domain.
3. Remedial measures:
- Domain revocation is mandatory for the violations set out in points b, c and d of clause 2 of this Article.
- Hi-Tech Cloud therefore asks that you give this due attention and fully discharge your obligations and responsibilities in registering and using international domains in Vietnam.
Recommendation:Customers are responsible for declaring their use of an international domain name on the websitehttp://thongbaotenmien.vnof the Ministry of Information and Communications, under Article 23 of the Law on Information Technology
